I am going to show you
how to download software and other material when downloading is blocked from the Server.
What we do.
we bypass that server through proxy sites.
Proxy Site allow us to access Restricted Sites and Download Data from Sites
So follow the Step
Goto Address bar
type url
https://www.clearlydrunk.com/
this site will open and type the url ( the site you want to open) on the textbox press GO button and download stuff.

When UltraSurf runs, it will automatically open Ultrareach homepage in IE, and of course you can turn it off in the settings. For any other browser, you can set the browser HTTP proxy to 127.0.0.1:9666.
